The King was forbidden to establish his own courts or to act as a judge himself, and the courts were forbidden to impose excessive bail or fines, or cruel and unusual punishments. However, the Sovereign could still summon and dissolve Parliament, appoint and dismiss Ministers, veto legislation and declare war. The so-called 'Glorious Revolution' has been much debated over the degree to which it was conservative or radical in character. The result was a permanent shift in power; although the monarchy remained of central importance, Parliament had become a permanent feature of political life. The Toleration Act of 1689 gave all non-conformists except Roman Catholics freedom of worship, thus rewarding Protestant dissenters for their refusal to side with James II. After 1688 there was a rapid development of party, as parliamentary sessions lengthened and the Triennial Act ensured frequent general elections. Although the Tories had fully supported the Revolution, it was the Whigs (traditional critics of the monarchy) who supported William and consolidated their position. Recognising the advisability of selecting a Ministry from the political party with the majority in the House of Commons, William appointed a Ministry in 1696 which was drawn from the Whigs; known as the Junto, it was regarded with suspicion by Members of Parliament as it met separately, but it may be regarded as the forerunner of the modern Cabinet of Ministers.
2. JOHN ADAMS The career of a schoolmaster was most unsatisfying for Adams. His pupils were "little runtlings" who barely knew their ABC's, and his students noted that he was preoccupied with other matters. His position, however, enabled him to meet the intellectuals of Worcester, including James Putnam, its most distinguished lawyer. Adams finally decided to make a career of the law and apprenticed himself to Putnam. Since the intense young man was not interested in being a country lawyer, he returned as soon as possible (in 1758) to Braintree, where family connections could win him introductions to the Boston bar. Lawyer Adams began his career in Braintree writing wills and deeds and taking an interest in town affairs. Although local matters were important to him, his law practice began to take him farther and farther from Braintree. On his way to and from Plymouth he would stop at Weymouth to visit Abigail, the young daughter of the Reverend Mr. William Smith. David extended feudal tenure by granting land to Anglo-Normans in return for feudal services, and appointed them as royal officials such as sheriffs and justiciars. David encouraged Anglo-French immigration. In the 1130s, David met with resistance in Moray and the north; hitherto ruled by an independent dynasty, Moray was annexed and reorganised by David. When Henry I of England died in 1135, and the succession of his daughter Matilda was disputed by King Stephen, David I invaded England, ostensibly on behalf of his niece Matilda. However, he was also taking advantage of the confusion resulting from the civil war in England, and using the opportunity to try to extend his kingdom southwards. Although he was defeated at the Battle of the Standard, near Northallerton in Yorkshire, on 22 August 1138, he continued his campaign until, in 1139, the Treaty of Durham confirmed his possession of Northumberland. In 1149 he persuaded Henry II, Matilda's son, to give him an undertaking that Scotland could retain Northumberland, Cumberland and Westmorland. David's surviving son Earl Henry (named after Henry I of England) died in 1152. David died at Carlisle, Cumberland on 24 May 1153, aged about 73. He was buried in Dunfermline, where he had extended the church into an abbey in commemoration of his parents.
