Обратите внимание, что надо were.   Почему? А смотрите на слово The Houses. Что на конце слова?
13. Don't go in there now, a programme is being recorded .
14. Why are you late? - Sorry, I  had to go to the bank and there was a queue.

15. He's stuck in a traffic jam. He might miss the plane.

16. The policeman asked me, "Where did you lose your wallet?"
c. The policeman asked me where I had lost my wallet.

17. My mother said, "Make an appointment with the dentist for tomorrow."
b. My mother reminded me to make an appointment for the next day.

Have something  done
The roof of Jill's house was damaged in a storm, so she arranged for a workman to repair it. Yesterday the workman came and did the job.
Jil had the roof repaired yesterday.
This means: Jill didn't repair the  roof  herself.  She  arranged  for someone else to do it for her.
Compare: Jill repaired the roof and Jill had the roof repaired.

Jill repaired the roof- Джил сама починила крышу.
Jill had the roof repaired. Джил починили крушу. ( не она сама. А кто-то другой). В этом вся соль этой конструкции.


Did Ann make that dress herself or DID SHE HAVE IT MADE?
Are you going to repair the car yourself or ARE YOU GOING TO  HAVE  IT REPAIRED?
The word order is important. : THE PAST PARTICIPLE ( DONE,  REPAIRED)
COMES AFTER THE  oBJECT ( the roof).
 
HAVE+  OBJECT+ PAST PARTICIPLE
Jill had the roof repaired yesterday. Where did you have your hair done?
 
We are having the house painted at the moment.
Tom has just had a telephone installed in his flat. How often do you have your car serviced?
 
Why don't you have that coat cleaned? I    want to have my photograph taken.
b) 'Get something done' is possible instead of HAVE SOMETHING DONE. I    think you should get your hair cut.

Have something done
If you 'have something done', you get somebody else to do something for you.
∙    She's having her house redecorated.
∙    I'm having a copy of the report sent to you.
∙    I'm going to have my hair cut.
In informal English, we can replace 'have' by 'get'.
∙    We're getting a new telephone system installed.
∙    They will be getting the system repaired as quickly as they can.
∙    I got the bill sent direct to the company.
We can also use 'have/got something done' in situations where something bad has happened to people or their possessions. This is not something they wanted to happen.
∙    John had all his money stolen from his hotel bedroom.
∙    We had our car damaged by a falling tree.
∙    I got my nose broken playing rugby.
