X   When the train arrived to Moscow, he was still asleep.

V   When the train arrived in Moscow, he was still asleep.

X   When did he arrive to Japan?

V   When did he arrive in Japan?

X   We arrived to the hotel in time for dinner.

V   We arrived at the hotel in time for dinner.

X   What time did he arrive to the party?

V   What time did he arrive at the party?

X   I arrived to home feeling very tired.

X   I arrived in home feeling very tired.

X   I arrived at home feeling very tired.

V   I arrived home feeling very tired.

Never say "arrive TO" a place or event.

We say arrive IN a country, city or town.

"After many years away, he arrived back in Italy a month ago."

"What time do you expect to arrive in Los Angeles?"

We say arrive AT with other places (buildings, airports, stations etc.) or events (parties, concerts etc.)

"What time did he arrive at work yesterday?"

"When we arrived at the theater, there was a long line outside."

"When John arrived at the party, most guests had already left."

We say arrive home (without a preposition)

"What time do you usually arrive home in the evening?"
