City Manager Jeff Kolin said the project's actual construction is at least "three to five years away" as the city attempts to raise the $18.5 million it is expected to cost. Deputy Public Works Director Rick Moshier said that is almost double what the extension was projected to cost in 1994, when it was included in a plan for eventual construction of 2,100 homes in a now- developing area of southeast Santa Rosa. Moshier said the project's price tag has risen because of incorrect assumptions about the amount of earth-moving needed, increased requirements for environmental study, and inflationary factors such as the rising cost of land for right-of-way acquisition. Moshier said the city has collected $2.8 million so far for the Farmers Lane extension and hopes to have the full amount to begin construction within five years. Criminals means those who have been charged and are still under punishment like prisoners. Once they have been punished, they can join the order if they fulfil other requirements. Or if they are released from punishment by authority, they can join the order provided they fulfil other requirement. Someone who killed many many lives including men, if he regrets all his past actions and has a good faith ( saddha ) in Triplegem ( the Buddha, the Dhamma, the Sangha ) , provided he fulfils other requirements, he can join the order of the Sangha. But he must be free of charge and not currently under punishment. This also includes the case of thieves. No arguement needed. You are precisely right. That is exactly how it's supposed to work. The Board of Review is just that a review Board. It doesn't approve individual requirements, it is supposed to review what has been accomplished and insure that the Scout is actually doing the requirements of the rank. ... ( дальше )
