What you are asking for may not be achievable on the Windows platform. There may be ways to make some improvement. However, it may require making custom modifications to the driver. BEFORE deciding on how to make improvements it is necessary to determine where packets are being lost. Without finding this out you could spend a lot of time making "improvements" that actually don't improve anything. The most essential thing to determine is whether packets are being lost BEFORE they even reach the packet collection driver. I still got a long road to go. NAT support is a bit trivial since it will run on a server but who knows? Gzip will be required, as some trackers (such as www.....com) will ban non-Gzip using clients. Also modifying the current script to a daemon so I can continue to work on the peer connections is giving me a headache. The pcntl functions do not work, period. The only way is to use cygwin on my own local testing bench and I have yet to find any (*nix) webserver that actually has this included in the executable. I'm going to take apart a nifty little script written by http://www.php-tools.net (look for patServer). This server does seem to become a daemon by (as far as I can tell) setting the script timeout to infinite and never sending anything back to the webbrowser. They included an example telnet script as well which is great as I wanted to run the first version with telnet administration (saves me the overhead of writing a while web-base d admin screen and stuff, maybe for later) ...
